The Belt and Road
“The Belt and Road,” an initiative put forward by President Xi
Jinping, refers to the Silk Road Economic Belt and the 21st Century
Maritime Silk Road and its far-reaching strategic significance for modern
Chinese construction and world development. The initiative meets
the common demands of the countries along the route, creates devel-
opment opportunities for these countries, and encourages internation-
al cooperation. The core principles of the initiative can be distilled to
six words: “discussing together, combining construction, enjoying
together,” quoted from Guangming Daily. “The Belt and Road” encom-
passes areas such as policy, facilities, trade, funding, and popular senti-
ment.
“The Belt and Road” will provide new global development opportunities for every country along this path. The initiative demonstrates
China’ s desire to take on more international responsibilities, to show
the country as capable and responsible, and to reshape the world’ s
perception and impression of it—all in order to promote mutual
cooperation and exchanges between China and the world. “The Belt
and Road” advocates partner-orientation relationships instead of competitive ones.
Talent is essential in the construction of “The Belt and Road.”
High-level and versatile personnel with international perspectives,
business knowledge, proficiency in local language, familiarity with local
culture, etc. will be increasingly in demand. China will make full use of
the human resources of the countries along the route and the whole
world, and carry out a wide range of cooperation and personnel
exchanges.
The route of “The Belt and Road” includes Asia, Europe, and
Africa, involves a population of about 4.4 billion, and accounts for 63%
of the whole world. China will select and recruit elite talent and wel-
comes all countries along the route to participate in this ambitious
project. In the process of establishing and implementing the project,
China will seek points where bilateral interests, wisdom, and creativity
yield the best cooperation. Currently many Chinese firms and univer-
sities participate in overseas development, yet the lack of Chinese and
foreign high-level talented people limit these plans. The related areas
for “The Belt and Road” will be broader, and the demand for all kinds
of talent will be stronger than these initiatives. Multinational companies
tend to mainly employ talent within their own country. In contrast, the
cooperation between China’s companies or universities and the coun-
tries involved in “The Belt and Road” will draw upon local resources
and will achieve prompt results with half the effort.
In the area of “The Belt and Road” educational cooperation, Chinese universities have
already made remarkable achievements. In
May 2015, nearly 100 universities from 22
countries convened in Xi’ an, jointly issuing
the “Xi’ an Declaration,” which officially
launched the “University Association of New
Silk Road” under the co-sponsorship of 21
universities, including Xi’an Jiaotong University. On October 17, 2015, 47 universities,
including Lanzhou University, Fudan University, Russian Urals State University of Economics, and Korean Pukyong National University, and eight countries along the route
of “The Belt and Road” jointly published the
“Dunhuang Consensus,” which set up a strategic alliance. With the theme of building a “The Belt and Road” higher
education community and creating development along the route, the
alliance promotes comprehensive exchanges and cooperation in areas
such as education, technology, and culture; provides exchanges and a
platform to share educational information and academic resources;
and explores a new cultivation mechanism for talent with multinational
culture and cross-border flow. Alliance members will promote collaborative innovation, strengthen the exchanges and cooperation for
scientific research institution and scientific personnel, declare international research cooperation projects, and explore bilateral running
schools in foreign regions. All of these activities need the wide participation from high-level talent at home and abroad.
CERNET welcomes outstanding scholars at home and abroad who
are interested in applying for programs related to “The Belt and
Road.” It will provide one-on-one service to help scholars connect
with universities and apply for all kinds of talent introduction projects.
